Who is an Adult at Risk?
"A person aged 18 or over
who has needs for care
and support, regardless of
whether they are
receiving them or not, and
because of those needs
are unable to protect
themselves against abuse
and neglect"
In the context of legislation
(Care Act 2014), adult
safeguarding duties apply
to any adult who:
• Has care and support
needs
• Is experiencing, or is at
risk of abuse or
neglect, and
• Is unable to protect
themselves from either
the risk of, or the
experience of abuse or
neglect, because of
those needs.
