Who might be causing the abuse?
ANYONE !
The person who is responsible for the abuse may be known to the
person being abused and could include:
• a paid carer or volunteer
• a health worker, social worker or other worker
• a relative or friend
• a person who deliberately exploits adults at risk
• a neighbour
• another patient, resident or service user
• an occasional visitor or someone who is providing a service
• a stranger
• another adult at risk.
